LWF World Service Ethiopia is a registered foreign charity, which has been operating in Ethiopia since 1973 implementing various development and humanitarian projects in different parts of Ethiopia. LWF World Service Ethiopia works closely with the Ethiopian Evangelical Church Mekane Yesus (EECMY), the Ethiopian Government, UN organizations and other funding partners. Its thematic areas include the promotion of food security and sustainable livelihood, sustainable natural resources management, emergency preparedness, response and rehabilitation, and capacity building.

Job Purpose

The WASH Officer plays a vital role in implementing WASH interventions in operational districts, working in close collaboration with community leadership, District Water Offices, and other relevant partners. He/she is responsible for ensuring the effective delivery of WASH activities through proper monitoring, evaluation, and reporting. In addition, the WASH Officer develops training manuals, strengthens the capacity of stakeholders, and contributes to the design of high-quality proposals that support the growth and sustainability of new projects.

Duties and Responsibilities of the Position Holder

Planning and Design

• Lead the planning, coordination, and implementation of WASH interventions for conflict‑affected communities and host populations in the project target districts/woredas.
• Conduct WASH needs assessments and contribute to the development of concept notes and project proposals for new or ongoing WASH initiatives.
• Prepare technical studies and design documents, including construction specifications, bills of quantities (BoQs), and construction schedules for water and sanitation works.
• Develop detailed implementation, procurement, and expenditure plans for WASH activities.

Implementation and Supervision

• Supervise and monitor the construction, rehabilitation, and upgrading of water supply and sanitation facilities, ensuring quality standards and compliance.
• Facilitate the implementation of sanitation and hygiene promotion activities targeting conflict‑affected populations and host communities.
• Establish, re‑establish, and strengthen Water Management Committees for constructed or rehabilitated water supply systems.
• Ensure the efficient and accountable use of resources, including materials, equipment, manpower, and project assets.

Coordination and Technical Support

• Work closely with the project team to review progress, identify gaps, propose solutions, and improve results.
• Provide technical backstopping, mentorship, and guidance to community facilitators and relevant project staff.
• Participate in regional, zonal, and district WASH Cluster meetings and share relevant updates with the immediate supervisor.
• Support and participate in the procurement process for WASH‑related goods and services in coordination with relevant units.

Monitoring, Evaluation, and Reporting

• Ensure effective monitoring and documentation of WASH activities in coordination with concerned project staff.
• Prepare and submit weekly, monthly, and quarterly progress reports, including 5W/WASH reports, according to agreed timelines.
• Document and share implementation progress, lessons learned, and best practices with the supervisor and Country WASH Manager (LWF).

Compliance and Other Responsibilities

• Ensure standard documentation of WASH related distributions.
• Ensure adherence to LWF Staff Rules, Collective Agreements, and operational manuals.
• Perform any other duties assigned by the supervisor.
