Job Description
Job Purpose
The Transport Operations Executive is responsible for managing daily inbound and outbound logistics, fleet coordination, vehicle scheduling, dispatch execution, and carrier performance. The role ensures the safe, cost-effective, and timely movement of raw materials (billets, scrap steel, additives) and finished structural products (rebar, wire rod, section steel) while strictly complying with heavy vehicle transport regulations and safety standards.
Job Requirements
- Education: Bachelor’s Degree or above in Logistics & Supply Chain Management, Transport Management, Business Administration, or with related field of study
- Experience: 4/6 years of operational experience in transport/fleet management, preferably within heavy manufacturing, steel mills, cement, or heavy construction material industries.

Duties and Responsibilities:
Fleet Management & Daily Operations
- Oversee daily scheduling, routing, and dispatching of owned and third-party logistics (3PL) trucks.
- Monitor turnaround times (TAT) at factory gates, loading bays, and weighbridges to minimize detention and demurrage charges.
- Coordinate vehicle movement between the Djibouti and Factory, finished goods warehouse, and external customer delivery points.
- Track active shipments using GPS/fleet management software to ensure real-time visibility and timely deliveries.
Dispatch & Material Movement Coordination
- Supervise the safe loading and offloading of heavy steel cargoes (coils, rebar bundles, structural steel) in compliance with axle-weight limits and load securing guidelines.
- Verify delivery documentation, including Waybills, Goods Delivery Notes (GDN), Gate Passes, and Weighbridge Slips prior to payments.
- Liaise directly with sales, warehouse, and production units to prioritize urgency on high-value construction or institutional deliveries.
Vendor & Third-Party Logistics (3PL) Management.
- Manage relationships with external freight operators, transport associations, and independent drivers.
- Audit trip records, freight invoices, fuel vouchers, and distance logs for accuracy prior to finance payout approvals.
- Evaluate transporter performance based on key metrics: On-Time Delivery (OTD), damage rate, and safety compliance.
Fleet Maintenance & Statutory Compliance.
- Ensure all fleet vehicles comply with local road transport regulations, weight-limit mandates, speed governors, annual vehicle technical inspections, and insurance coverages.
- Manage driver rosters, duty hours, trip allowances, and safety training sessions (defensive driving, load lashing).
Cost Control & Process Improvement
- Identify opportunities to optimize route planning, increase freight load utilization, and reduce per-ton transportation costs.
Key Performance Indicators (KPIs)
- On-Time Delivery (OTD) Rate: ≥ 95%
- Truck Turnaround Time (TAT): Minimizing vehicle queue time inside factory premises.
- Cost Per Ton (/Ton or local currency): Maintaining freight expenses within operational budgets.
- Safety & Damage Rate: Zero cargo spillages/accidents and minimal transit damage.
Skills & Competencies
- Knowledge of heavy freight loading rules, tie-down/lashing mechanics, and axle weight limits.
- Proficiency in Excel, ERP systems (SAP, ), and fleet management/GPS tracking platforms.
- Familiarity with local highway transport laws and permit procedures for heavy haulage
- Strong leadership, problem-solving under pressure, excellent negotiation skills with transporters, and high attention to safety.
