Job Summary: The post-holder will travel to assigned regions, and will work under the

Health System and Research Directorate.

Project Information:

The Electronic Community Health Information System (eCHIS) is a priority initiative of the Information Revolution, demonstrating the MOH’s intentions to further utilize technology and data to improve health service delivery, starting at the community level.The eCHIS is interconnected with the DHIS2 digital health systems to strengthen health data management. Towards this Simprints has established a new partnership with the Children's Investment Fund Foundation (CIFF) and the MoH to provide technical assistance in support of the broader eCHIS program across 110 woredas. Through this initiative, Simprints supports the MoH in transitioning six woredas to fully paperless operations by the end of 2026 as part of a wider paperless pilot program. In addition, the program will leverage eCHIS data and infant biometric technology to verify service delivery and support incentive payments in Oromia and Somali regions. Through this survey, the Ethiopian Public Health Institute with support from Simprints/UK, would like to conduct an evaluation and implementation research titled ‘’ Provision of research and evaluation support for the electronic community health information system (eCHIS) and biometrics-enabled performance-based incentive projects in Ethiopia.”

 

This information generated from this research will help as an input for Ministry of Health and Regional Health Bureaus to know to what extent has eCHIS adoption changed over the last 5 years, to what extent has the adoption of eCHIS contributed to improvements in health service delivery, and to understand HEW perspectives related to their experience and use of the eCHIS system.

Major duties and responsibilities:

The supervisor is the senior member and coordinator of the field data collectors under him/her. He/she is responsible for the well-being and safety of members, as well as the completion of the assigned workload and the maintenance of data quality. The supervisor receives his/her assignments from and reports to the Central coordinator. The specific responsibilities of the Supervisor are to make the necessary preparations for the fieldwork of data collectors under him/her, to organize, to support and direct the fieldwork, and as well as coordinating all logistics and related issues under him/her.

Because the collection of high-quality data is crucial to the success of the survey, it is important that supervisors are mature, responsible individuals who execute their duties with care and precision. This is especially important during the initial phases as well as throughout fieldwork, when it is possible to eliminate interviewer error patterns.

Careful preparation by the supervisor is important for facilitating the work of the data collectors in the field, for maintaining interviewers’ morale, and for ensuring contact with the central office throughout the fieldwork.

During the fieldwork, the supervisor will:

  1. Assign work to interviewers, taking into account the linguistic competence of individual interviewers and ensuring that there is an equitable distribution of the workload.
  2. Make sure that assignments are carried out.
  3. Make sure that completed questionnaires and progress reports are sent regularly to the central office and keep headquarters informed of the data collectors s’ location.
  4. Communicate any problems to the central coordinator.
  5. Take charge of the data collector’s vehicles, ensuring that they are  kept in good repair and that they are used only for project work
  6. Coordinating all data collectors under him/her and all logistic issues throughout field works as well as whenever required
  7. Make an effort to develop a positive team spirit. A congenial work atmosphere, along with careful planning of field activities, contributes to the overall quality of the survey.
  8. Monitor interviewers’ performance with the aim of improving and maintaining the quality of the data collected. Close supervision of interviewers and editing of completed interviews are essential to ensure that accurate and complete data are collected. 
  9. Conduct regular review sessions with each interviewer and advise them of any problems found in their questionnaires as well as field work management.
  10. Follow all data collectors to put completed questionnaires from a sampled wordas, health Centers and Health Posts from a specific region of this study, in order, pack them to be sent to the central office on time.
  11. Ensure that data collectors is sending a complete data for a single case and all necessary data to the central office through ODK, check any incomplete data and take action immediately; check that each team properly edits the data before leaving the site.

  13. Receive supplies for a team (tools, guides) and facilitate other logistics
  14. Arrange local guide, transport and accommodation for a team (if needed)
  15. Ensure teams have audio-tape recorder (with functional batteries), tablets and stationeries for the daily field work
  16. Explain objective of activity to local officials, facilitating official letters and other necessary administrative issues of al teams related to the survey
  17. Arrange financial issues for local guides and other logistics for a team under him/her
  18. Supervise data collection to verify protocol is followed, including skip pattern and complete questionnaire format
  19. Address any challenges faced by field teams
  20. Conducting survey field activities of woreda level, Health Center and Health Posts and or Mobile Health & Nutrition Team as a key informant interview, observations, in some indicated Health posts.
  21. Conducting any other activities of the survey which will be assigned by central coordinator(s).
  22. Coordinates and leads the Transcription of the audio tape records from the qualitative data (KII, observations and FGDs) and submit to the Central coordinator and principal investigator

Requirements

Qualifications and experience:

  • Must have MSc/MPH degree in health and related fields including Health officer, nursing, biostatistics, laboratory technology, pharmacy, environmental health, biostatisticians and health informatics and must have 4 years of experience in a similar role in other community health related surveys. Previous experience working with the Ethiopian Public Health Institute (EPHI) on at least two projects as supervisor is mandatory.

Additional Job Requirements:

  • Experience in quantitative and qualitative data collection and analysis
  • Computer programming experience is preferred
  • Excellent communication skills
  • Good written and spoken English
  • Ability to build rapport and feel comfortable working in a team
  • Ability to read text, absorb and pick out the interesting, important and relevant parts
  • Willingness to learn and develop skills
  • Knowledge of data backup/recovery
  • Experience with database management using CSPro and NVIVO 12
  • Experience in data collection with ODK
  • Experience in DHIS2 or eCHIS
  • Knowledge of local language
