Government Partnership and Institutionalization Lead

Role purpose

Ensure that the program addresses the distinct forecasting, availability, quality, accountability and service-readiness requirements of maternal, newborn and child health commodities, including their relationship to family planning and primary-healthcare services.

Key responsibilities

· Map priority RMNCH commodity pathways, service protocols, consumption signals, resupply processes and causes of missed service opportunities.

· Define and maintain the prioritized commodity list, product attributes, kit relationships, substitutions and service-readiness rules.

· Translate clinical and program requirements into transactional workflows, data elements, alerts and performance indicators.

· Ensure alignment between commodity data, service-delivery events, eCHIS or other service systems and national product and facility registries.

· Support forecasting, quantification, inventory policy, redistribution and replenishment approaches for priority commodities.

· Work with facilities and program teams to test whether digital information results in timely operational decisions.

· Design and support training, supportive supervision, review meetings and corrective-action processes.

· Identify gender, equity and access implications of commodity gaps and proposed digital workflows.

· Support evaluation, learning and development of scale-up and sustainability recommendations.

Expected results

· A validated RMNCH commodity and service-readiness requirements package.

· Improved visibility and response to priority commodity gaps at service-delivery points.

· Operational linkages between commodity availability, service plans and performance reviews.

· Institutionalized SOPs and decision routines for RMNCH commodity management.

Job Requirements

· Master’s degree in pharmacy, public health, maternal and child health, supply-chain management or a related field.

· At least 8 years of experience in RMNCH, family planning, essential medicines or primary-healthcare commodity systems.

· Demonstrated implementation experience within Ethiopia’s public health system at national and subnational levels.

· Strong knowledge of commodity quantification, inventory management, service readiness and program monitoring.

· Experience designing or improving data-use, supervision or digital workflows.

· Fluency in English and Amharic.

· Demonstrated record of questioning accepted approaches, designing or testing better alternatives, and using evidence to refine or stop ideas without compromising safety, reliability, ethics or government ownership.

Preferred experience

· Clinical, pharmacy or health-program experience linking commodity availability to quality of care.

· Experience with eCHIS, DHIS2, LMIS or related Ethiopian information systems.

· Experience incorporating gender and equity considerations into implementation.
