Job Description

The position holder is primarily responsible for coordinating implementation of the Tier 2 rapid response, integrating WASH, Health, Nutrition, Protection, and Multipurpose Cash Assistance (MPCA) components in the target woredas identified through the latest Rapid Needs Assessment (RNA), and ensuring linkage to the relevant Country sector programs at project level. The post holder is responsible for delivery of results in line with pre-agreed project plans and objectives, and oversees project implementation at all stages of the project cycle. Given that a significant amount of the response is delivered in partnership with key government sector offices, a key aspect of the role is nurturing, developing, and facilitating the achievement of results across all five sectors.

Responsible for leading and coordinating a multi-sectoral emergency response program covering WASH, Health, Nutrition, Protection, and Cash Assistance (MPCA). The role ensures effective project planning, implementation, monitoring, reporting, partnership management, donor compliance, and stakeholder coordination while promoting quality, accountability, child protection, and gender equality.

Requirements

  • Bachelor's Degree or above in Public Health, Development Studies, Social Sciences, Disaster Risk Management, Nutrition, WASH, or related disciplines.
  • At least 5 years' relevant experience coordinating multi-sectoral humanitarian programs, of which a minimum of 2 years must be with an NGO.
  • Demonstrated experience managing integrated projects spanning at least two of the following: WASH, Health, Nutrition, Protection, or Cash-based programming.
  • Prior experience in rapid response, emergency, or Tier 2/ humanitarian response mechanisms (e.g., ET-RRM).
  • Strong experience in budget management, work planning, and multi-sectoral team coordination.
  • Proven donor reporting skills, including preparation of narrative and financial reports.

Qualifications/experience desirable:

  • Working knowledge across WASH, Health and Nutrition, Protection, and Cash-Based Programming sectors.
  • In-depth knowledge of project cycle management and child-centred community development programming.
  • Familiarity with Rapid Response mechanism, participatory Monitoring, Evaluation, Accountability, and Learning (MEAL) systems and processes.
  • Extremely flexible, able to work independently, and able to cope with stressful situations and frustrations in dynamic field contexts.
  • Demonstrated ability to build partnerships with key government and peer organizations.

Languages required:

  • Excellent English verbal and written skills.

Knowledge of the local language (e.g., Afaan Oromoo) is Mandatory
