Job Summary:
The Procurement Manager is responsible for providing strategic leadership and overall management of Hamlin Fistula Ethiopia's local and international procurement, sourcing, customs clearance, and supply chain functions. The role will lead the development, modernization, and continuous improvement of procurement systems, processes, and practices to ensure efficiency, transparency, compliance, value for money, and operational excellence across the organization. Based on the existing responsibility for managing the procurement and supplies process and maintaining sound procurement systems, the role expands to include transformation and modernization of the function.
The incumbent will drive procurement transformation initiatives, strengthen governance and internal controls, establish and develop high-performing procurement teams, and champion change management efforts to support organizational growth and evolving business needs. The Procurement Manager will leverage digital technologies, ERP and e-procurement systems, data analytics, and best-practice supply chain methodologies to optimize procurement performance, enhance supplier relationships, improve service delivery, and ensure compliance with organizational policies, regulatory requirements, and donor expectations. The position will work collaboratively with internal and external stakeholders to build a proactive, customer-focused, and strategically aligned procurement function that supports Hamlin Fistula Ethiopia's mission and long-term objectives.
Key Responsibilities
Strategic Procurement Leadership
- Provide strategic leadership and oversight for all local and international procurement, sourcing, customs clearance, and supply chain activities to ensure operational efficiency, compliance, and value for money.
- Develop and implement procurement strategies, annual procurement plans, category management approaches, and sourcing initiatives aligned with organizational priorities and growth objectives.
- Lead the modernization and continuous improvement of procurement policies, procedures, systems, controls, and governance frameworks to reflect best practices and evolving organizational needs.
Procurement Operations & Compliance
- Ensure all procurement processes are completed in accordance with organizational policies and applicable regulations, including requisition review, solicitation, bid analysis, evaluation, contract award, purchase order processing, receipt of goods, and ERP recording.
- Review and ensure purchase requests are adequately specified, justified, budgeted, and compliant before initiating procurement actions.
- Prepare, review, and oversee Requests for Quotations (RFQs), Invitations to Bid (ITBs), Requests for Proposals (RFPs), bid evaluations, contracts, letters of offer, and purchase orders in accordance with procurement standards.
- Support and advise procurement and purchasing committees on sourcing strategies, evaluation methodologies, supplier selection criteria, and contract award recommendations.
- Ensure compliance with organizational procurement policies, Hamlin partners and donor requirements, regulatory obligations, ethical standards, and internal control procedures.
Procurement Transformation & Technology
- Lead procurement transformation initiatives, including process redesign, automation, digitalization, and implementation of best-practice procurement and supply chain management methodologies.
- Drive the effective utilization, optimization, and continuous enhancement of ERP, e-Procurement, and supply chain systems to improve efficiency, visibility, reporting, and decision-making.
- Develop procurement dashboards, performance metrics, spend analysis tools, and management reporting systems to support data-driven decision-making and continuous improvement.
Team Leadership & Change Management
- Build, restructure, and develop a high-performing procurement team as part of the change management through effective leadership, performance management, coaching, mentoring, succession planning, and capability development.
- Lead change management initiatives related to procurement systems, processes, organizational structures, and operational improvements, ensuring stakeholder engagement and successful adoption.
- Allocate procurement workload, monitor staff performance, and ensure timely delivery of procurement activities and service levels.
Supplier & Contract Management
- Develop and maintain strategic supplier relationships while ensuring a current and robust supplier database and prequalified vendor registry.
- Lead supplier evaluation, supplier performance management, contract negotiations, and vendor development initiatives to improve quality, reliability, and cost-effectiveness
- Identify and mitigate procurement and supplier risks through market analysis, diversification strategies, and ongoing supplier monitoring.
Logistics, Customs & Inventory Support
- Oversee incoming shipments, customs clearance processes, duty-free procurement activities, and coordination with relevant government authorities to ensure timely delivery and regulatory compliance.
- Ensure complete and accurate documentation for all procurement transactions, customs processes, contracts, and invoices, purchase orders, receiving reports, and supporting records.
- Monitor and reconcile open purchase orders, shipment status, and supplier commitments to ensure timely closure and accountability.
- Ensure accurate valuation, recording, and system registration of donated goods, assets, and in-kind contributions in the ERP system.
Reporting & Stakeholder Management
- Prepare and present weekly, monthly, quarterly, and annual procurement performance reports, KPIs, savings reports, risk assessments, and management dashboards.
- Collaborate closely with Finance, Centers, Programs, Administration, Logistics, Stores, and other stakeholders to support organizational objectives and ensure effective procurement planning and execution.
- Serve as a key advisor to senior management under the Finance and Admin Director on procurement strategy, supply market trends, procurement risks, cost optimization opportunities, and operational improvement initiatives.
- Perform any other duties and responsibilities assigned by the immediate supervisor that support the achievement of organizational objectives.
Requirements
Required Qualifications
- Bachelor's Degree in Purchasing & Supplies Management, Procurement, Logistics, Supply Chain Management, Business Administration, or a related field. A Master's Degree in Supply Chain Management, Procurement, Business Administration (MBA), or a related discipline is highly preferred.
- Minimum of 10 years of progressively responsible experience in local and international procurement, strategic sourcing, contract management, customs clearance, and supply chain operations, including management and supervision of procurement teams.
- Demonstrated experience in establishing, restructuring, and leading high-performing procurement and supply chain teams, including workforce planning, capability development, coaching, succession planning, and performance management.
- Proven track record in driving procurement transformation initiatives, modernizing procurement functions, and implementing best-practice procurement processes, policies, controls, and governance frameworks to improve efficiency, transparency, compliance, and value for money.
- Strong change management experience, including leading organizational change, stakeholder engagement, process redesign, adoption of new systems, and continuous improvement initiatives across procurement and supply chain operations.
- Extensive experience in the implementation, optimization, and utilization of ERP, e-Procurement, Supply Chain Management, and Enterprise Systems (such as SAP, Oracle, Microsoft Dynamics, Odoo, or similar platforms), with the ability to leverage technology for process automation, analytics, reporting, and decision-making. The role requires proficiency in Microsoft Office applications and procurement technologies.
- Experience in supplier relationship management, strategic sourcing, vendor development, contract negotiation, spend analysis, and procurement risk management.
- Strong knowledge of procurement regulations, donor compliance requirements, customs clearance procedures, inventory management, and administrative systems. Experience working with donor-funded NGOs, international organizations, or development partners is highly desirable.
- Demonstrated ability to lead cross-functional teams, influence stakeholders, manage multiple priorities, and deliver results in complex and fast-paced environments.
- Excellent leadership, people management, mentoring, communication, negotiation, and organizational skills, with a proven ability to build collaborative relationships and foster a culture of accountability and continuous improvement.
- Experience in developing procurement dashboards, KPIs, reporting frameworks, and utilizing data analytics to drive strategic sourcing decisions and operational excellence.
- Ability and willingness to travel within Ethiopia as required.
Language Requirement: Fluency in spoken and written English and Amharic is required.
