Role purpose

Own the future-state technical architecture and ensure that ForLab+ and related components integrate securely and sustainably with Ethiopia’s national digital-health ecosystem, authoritative registries and existing transactional systems.

Key responsibilities

· Assess current applications, infrastructure, registries, standards, data flows, interfaces, ownership and technical debt relevant to the supply chain.

· Define the target architecture, integration patterns, data contracts, security model, deployment model and phased transition roadmap.

· Ensure authoritative use of the Master Facility Registry, National Product Catalog and other approved registries without creation of competing internal sources of truth.

· Design interoperability with logistics, warehouse, enterprise-resource, cold-chain, service-delivery and health-information systems as prioritized.

· Set engineering standards for APIs, messaging, identity and access, auditability, offline synchronization, observability, testing and documentation.

· Lead architecture reviews, technical risk decisions, integration testing, performance testing, security assurance and release readiness.

· Ensure traceable transformation from source transactions to integrated datasets, alerts and downstream analytics.

· Design for intermittent connectivity, realistic support capacity, open standards, maintainability and reasonable recurrent costs.

· Develop technical documentation, source-code and configuration custody arrangements, administrator training and government handover plans.

Expected results

· A stakeholder-approved current-state assessment and future-state architecture.

· Secure, documented and tested integrations with prioritized national systems and registries.

· A production-ready platform with observable performance, auditable data flows and reliable offline operation where required.

· Government technical teams able to administer, support and evolve the deployed solution.

Job Requirements

· Master’s degree in pharmacy, public health, maternal and child health, supply-chain management or a related field.

· At least 8 years of experience in RMNCH, family planning, essential medicines or primary-healthcare commodity systems.

· Demonstrated implementation experience within Ethiopia’s public health system at national and subnational levels.

· Strong knowledge of commodity quantification, inventory management, service readiness and program monitoring.

· Experience designing or improving data-use, supervision or digital workflows.

· Fluency in English and Amharic.

· Demonstrated record of questioning accepted approaches, designing or testing better alternatives, and using evidence to refine or stop ideas without compromising safety, reliability, ethics or government ownership.

Preferred experience

· Clinical, pharmacy or health-program experience linking commodity availability to quality of care.

· Experience with eCHIS, DHIS2, LMIS or related Ethiopian information systems.

· Experience incorporating gender and equity considerations into implementation.
