Vacancy Summary

Role purpose

Build a credible measurement, evaluation and learning system that distinguishes implementation outputs from real operational outcomes and provides decision makers with timely evidence on what works, for whom, under what conditions and at what cost.

Key responsibilities

· Develop the theory of change, results framework, indicator reference sheets, learning agenda and evaluation questions.

· Define baselines, targets, denominators, data sources, disaggregation, collection frequency and accountability for each indicator.

· Design a feasible evaluation approach that strengthens attribution through comparison, phased rollout, interrupted time series or other appropriate methods.

· Measure system use, transaction completeness, latency, inventory accuracy, stock availability, stockout duration, wastage, alert closure and decision response.

· Establish routine data-quality assurance, reconciliation, verification and audit procedures across source and integrated systems.

· Ensure ethical, secure and documented management of evaluation and operational data.

· Work with implementation teams to create rapid learning cycles while maintaining independence in outcome assessment.

· Manage baseline, periodic review and end-line activities, including evaluation subawards or consultants.

· Communicate findings honestly, including null results, implementation limitations, unintended effects and remaining evidence gaps.

· An approved, auditable measurement and evaluation plan with credible baselines and targets.

· Regular data-quality and implementation-performance findings used for course correction.

· A defensible pilot evaluation that separates deployment claims from verified operational effects.

· A learning package that informs scale-up, cost, sustainability and future investment decisions.
