Hamlin Fistula Ethiopia (HFE) is a pioneering organization dedicated to the prevention and treatment of obstetric fistula and the improvement of maternal health in Ethiopia. Founded on the principles of compassion and excellence, HFE is committed to restoring the health, dignity, and hope of women affected by obstetric fistula through comprehensive treatment, prevention, rehabilitation, and reintegration programs. One of HFE's key initiatives is Project Zero, which aims to achieve the eradication of obstetric fistula woreda by woreda, ensuring that no woman suffers unnecessarily from this preventable and treatable condition.
HFE has already launched and implemented Project Zero in selected areas of the country and is now planning to expand the program to Eastern Ethiopia, Somali Region, Erer Zone, Fiq Woreda. To support the successful implementation of this program, Hamlin Fistula Ethiopia is seeking to recruit an experienced and qualified candidate for the position described below, in accordance with the specified job title and responsibilities.
Project Zero background
Project Zero is a woreda based comprehensive maternal health and obstetric fistula prevention initiative aimed at eliminating untreated obstetric fistula through community awareness, early identification, strengthened maternal healthcare services, mentorship, surveillance, and system strengthening. The project works closely with Woreda Health Offices, health facilities, communities, and Hamlin Fistula treatment centers to improve maternal health outcomes and ensure sustainability. This project started as a pilot project in 2023 in Ale and Didessa woreda in South western Oromia, Illuababor, Seharti in Tigray, Fedis woreda in Eastern Oromia, Semen Bench woreda in South Western Ethiopia , currently rolling out in Arbegona in Sidama and Gutazer Gedebano Welene woreda in Central Ethiopia.

Job Summary
Reporting to the Project–Zero team leader. The M&E Officer will facilitate the implementation and management of the project by adopting strong M&E systems within the PZ. She/he will conduct the monitoring, evaluation, and reporting of performance and results of the project, providing regular project reports to the PZ team Leader. She/he will ensure the data quality assurance is in place and practiced. The M & E Officer is expected to conduct regular and timely data capturing and recording. She/he will conduct regular project data analysis and identify methods to use results for program improvement. She/he will lead activity efforts to strengthen monitoring and evaluation and performance reporting within the woreda.
Major Duties and Responsibilities of M & E Officer include the following, but are not limited to:
- Lead the implementation of the M&E Plan of the project, including database management.
- Actively engage in data collection, recording, analysis, and reporting, ensuring that data is of high quality and audit worthy.
- Responsible for supporting the preparation and review of project reports in collaboration with project team.
- Provide training to HEWs and HDAs on how to conduct house to house survey and supervise the quality of data on timely manners
- Work on data management and the database system of the project
- Communicating with key stakeholders on data management to support smooth data collection and sharing of information.
- Work in close collaboration with PZ Data analyst and other PZ Staffs
- Supporting the coordination of data collection (tracking), including scheduling and undertaking field visits.
- Performing quality checks on data, including data cleaning and verification of data
- Processing data and providing information for reporting.
- Ensures consistency of information in different reports.
- Actively participate in Fistula Patient Identification Process, in collaboration with Prevention officer and other stakeholders in awareness creation, strengthen the existing referral system, and facilitate their treatment.
- Actively participate in Maternal health care improvement by closely working with midwives’ mentors.
- Do other work-related activities as assigned by immediate supervisor
Requirements
Key competencies and professional expertise required:
- Excellent skill of computer software packages; previous experience with District Health Information System (DHIS) database packages preferred.
- Proven hands-on experience on health monitoring and evaluation and data base management
- Strong interpersonal, intercultural communication skills,
- Able to work independently and under stressful condition
- Good team players
- Innovative and proactive
Speaking the local language is preferable
- Fluency in speaking and writing English language is advantageous
