CBP Ethiopia invites licensed audit firms to submit technical and financial proposals for Annual Statutory Audit Services for FY 2026, 2027, and 2028 (three-year term).

Requirements
Evaluation Process
Stage 1 – Mandatory Compliance
- PASS/FAIL assessment based on Section 7.
Stage 2 – Technical Evaluation
- Technical proposals will be evaluated out of 100 points.
- Minimum technical passing score: 70%.
- Only proposals meeting the minimum technical score will proceed to financial evaluation. The technical evaluation shall be completed prior to opening financial proposals.
Stage 3 – Financial Evaluation
- Financial proposals will be evaluated based on competitiveness and transparency.

10.4 Final Score
- Final Score = Technical Score × 80% + Financial Score × 20%
- Financial Score = (Lowest Evaluated Financial Proposal ÷ Bidder's Evaluated Financial Proposal) × 100
- CBP Ethiopia may request clarification from bidders where necessary to understand or validate proposal information.
