CONSULTANCY SERVICES FOR CENRIS

The Center for National and Regional Integration Studies (CeNRIS) is an Ethiopian civil society organization established to advance greater harmony and integration among the peoples of the Horn of Africa. As part of the 5% Capacity Development Assistance (CDA) budget provided through the Welthungerhilfe (WHH) partnership under the EU-funded Capacity Development Program for Local and Grassroots Civil Society Organizations (CDP-Lg CSOs), CeNRIS invites qualified and legally registered consulting firms to submit technical and financial proposals for the following two distinct consultancy assignments.

Assignment 1: Consultancy Service to Develop the 2027–2029 Strategic Plan

Objective: To facilitate a participatory process to review and update CeNRIS's existing strategic plan, resulting in a comprehensive, practical, and board-approved strategic plan that guides the organization's direction, priorities, and resource allocation for the specific period of 2027 - 2029.

Specific Objectives:

  • To conduct a participatory review of the existing strategic plan, assessing achievements, challenges, and lessons learned.
  • To analyze the current internal and external context, including opportunities and threats.
  • To facilitate stakeholder consultations with staff, board members, partners, and key stakeholders.
  • To develop updated strategic priorities, objectives, and indicators aligned with the organization's mission.
  • To produce a clear, concise, and user-friendly strategic plan document ensuring board approval and staff ownership.

Scope of Work:

The consulting firm will be responsible for:

  • Conducting a desk review of existing organizational documents, including the current strategic plan, program reports, and the OCA/SWOT analysis.
  • Designing and facilitating accelerated participatory workshops with staff and board members.
  • Conducting key informant interviews with selected stakeholders and partners.
  • Analyzing the changing context and identifying strategic opportunities and challenges.
  • Drafting an updated strategic plan with clear vision, mission, strategic objectives, outcomes, outputs, and indicators.
  • Facilitating a validation workshop to review the draft plan and incorporating feedback.
  • Presenting the final plan to the Board for approval and providing a summary presentation to all staff.

Expected Deliverables:

  • Inception Report-detailing methodology, timeline, and outline of the strategic plan.
  • Organizational and Context Assessment Report.
  • Stakeholder Consultation Report.
  • Draft Strategic Plan-incorporating initial stakeholder feedback.
  • Validation Workshop-presentation of the draft plan to staff, board, and stakeholders.
  • Final 2027-2029 Strategic Plan-finalized and user-friendly version, incorporating inputs from validation.
  • Duration:
  • Completed within 3 weeks (15 working days) from contract signing.


Requirements

Qualifications:

  • Legally registered consulting firm in Ethiopia (Business License, VAT, TIN, Tax Clearance).
  • Minimum 7-10 years of experience in strategic planning for CSOs in Ethiopia.
  • Advanced degree in Strategic Management, Organizational Development, or related field within the team.
  • Excellent facilitation, writing, and communication skills in English. Amharic is an advantage.

Assignment 2: Consultancy Service to Develop Financial Policies and Procedures Manual

Objective: To develop a comprehensive, updated Financial Policies and Procedures Manual that ensures transparency, accountability, internal controls, and audit readiness, aligned with Ethiopian financial regulations and organizational operational standards.

Specific Objectives

  • To review existing financial policies, procedures, and practices.
  • To ensure updated policies align with Ethiopian financial regulations and tax laws.
  • To develop clear internal controls and financial management procedures.
  • To create user-friendly guidelines for staff at all levels and strengthen accountability.

Scope of Work:

The consulting firm will:

  • Conduct a desk review of existing financial policies, procedures, and forms.
  • Meet with finance and program staff to understand current practices and challenges.
  • Review Ethiopian financial regulations and tax laws applicable to local CSOs.
  • Draft an updated Financial Policies and Procedures Manual covering budgeting, internal controls, cash management, procurement, asset management, travel, financial reporting, and audit preparation.
  • Develop simplified financial guidelines for non-finance staff.
  • Facilitate an orientation session for staff on updated policies.
  • Submit final manual and training report.
  • Expected Deliverables:
  • Inception report with work plan.
  • Financial Systems Assessment Report.
  • Draft Financial Management Manual at least covering:
    • Financial roles and responsibilities
    • Budget preparation, approval, and monitoring
    • Accounting systems and recordkeeping
    • Cash and bank management
    • Income and expenditure procedures
    • Procurement and payment procedures
    • Payroll and staff-related payments
    • Asset and inventory management
    • Grant and donor-fund management
    • Financial reporting
    • Internal controls and segregation of duties
    • Audit, fraud prevention, and risk management
    • Document retention and archiving

Standard Financial Forms and Templates.

Draft updated Financial Policies and Procedures Manual.

Conduct Validation Workshop.

Orientation Session to Staff (half-day).

Final Management Manual Package in (soft and hard copies) including editable and PDF versions of the manual, templates, validation report and presentation materials.

Duration:

Completed within 3 weeks (15 working days) from contract signing.

Qualifications:

  • Legally registered consulting firm in Ethiopia (Business License, VAT, TIN, Tax Clearance).
  • Advanced degree in Finance, Accounting, or related field (CPA, ACCA preferred).
  • Minimum 7-10 years of experience in financial management for NGOs in Ethiopia.
  • Excellent written and verbal communication skills in English.
