Job Description

Scope of responsibility:

Organizing and ensuring medical consultations to the target population, providing treatment to patients within the scope of his/her medical competencies and referring them when appropriate, according to MSF protocols, procedures and the universal hygiene standards in order to guarantee quality and efficiency of the service provided.

 

Accountabilities:

  • Ensuring the implementation and standardization of MSF clinical policies, tools, and hygiene protocols to minimize clinical risks and to guarantee the quality of patient care management. Promoting and maintaining confidentiality regarding all patient cases and records
  • Implementing diagnosis, prescription and prevention procedures that fall under the scope of his/her competencies applying medical knowledge, asking appropriate questions to patients and following protocols in force as well as using laboratory services, when necessary, in order to ensure a correct implementation of the medical treatments and to refer patients when appropriate.
  • Participating in the planning and supervision, in close coordination with other supervisors, the HR processes (sizing, staff shifts, recruitment, training, evaluation, development and communication) of the team in order to ensure both the sizing and the amount of knowledge required, improve people triage capabilities, their motivation and commitment and their active participation in teaching the targeted population on therapeutic and preventive protocols
  • Ensuring that all staff using medical devices are qualified and trained. Ensuring cleaning and minor maintenance tasks are performed according to the protocols. Reporting any malfunction to the project biomedical service. List item  
  • In cases of emergency, carrying out first aid care and treatment according to protocols to reduce mortality rates
  • Recording in the individual patient’s card and registration books, all performed medical activities (drugs prescribed, lab results, vaccination status, epidemiological activity, doses, etc.) keeping data traceability to ensure patients treatment continuity.
  • Participating in data collection and reporting when required
  • Knowing and implementing Patient Therapeutic Education (PTE), i.e. keeping in contact with all patients, providing them with information regarding their state of health and responding to their questions.
  • Knowing and promoting the proper application of Post Exposure Prophylaxis (PEP) Kit and Sexually Gender Based Violence (SGBV) protocol.
  • Any other duty assigned by supervisor for best interest of the patient

Specific Accountabilities:

MSF-OCG -Ethiopia ,West Oromia, East Wellega Nekemte area Mobile Clinics

  • Medical Care involves running mobile clinics services to hard to reach areas in Nekemte, this involves travel for 2 hours or more in rough road risk for road accident and other insecurity risk may occur to mitigate or minimise such risk, Folloing project standard field saftey rules and regulation, Compliance to MSF Behavioral Commitment,  and Adherance to MSF Charter and Principles is required
  • The Clinical Officer Is required to provide medical care as per MSF Clinical guidelines
  •  Work cosely with NAM and PMR in addressing Health needs of the population
  • Data collection, analysis and sharing trends with NTS, NAM and PMR
  • Using factual data for program imprpvement
  • Support the nurses at mobile clinic to manage complicated medical cases
  • Referral of patients that needs further medical attention to the Health Centers.
  • Coordinate with NST, NAM and PMR for patients that are critical if Health Center cannot provide medical care or further referral to hospital is not visible.
  • Conduct clinical consultations, including history taking, physical examination, diagnosis, treatment, follow-up and appropriate patient education according to MSF clinical guidelines and project protocols.
  • Ensure appropriate management of conditions included in the mobile clinic PHC package, with particular attention to malaria, pneumonia, diarrhoeal diseases, malnutrition, common communicable diseases, priority NCDs and other conditions identified in the project.
  • Review complicated, severe or unclear cases referred by nurses and provide the final clinical decision on management within the capacity of the mobile clinic.
  • Identify critically ill patients early, provide appropriate stabilization and ensure timely referral to the appropriate health facility according to the project referral pathway.
  • Ensure quality and safety of clinical care by promoting adherence to MSF clinical protocols, rational prescribing, appropriate use of diagnostics, IPC standards, patient safety and confidentiality.
  • Monitor the clinical quality of consultations provided by the mobile clinic team and provide practical guidance, case discussion, coaching and on-the-job support to nurses when gaps are identified.
  • Ensure accurate clinical documentation of diagnoses, treatments, investigations and referrals and contribute to the review of medical data to identify changes in morbidity, disease trends and quality-of-care concerns.
  • Maintain vigilance for epidemic-prone diseases and unusual increases in morbidity and promptly alert the NTS/NAM and PMR of suspected outbreaks or significant clinical trends.
  • Support implementation of other medical activities, including ICCM, health promotion, surveillance, emergency preparedness and referral follow-up, providing clinical input and guidance to the team as required.
  • Work closely with the NTS, NAM, PMR, HPCE team and MoH health workers to address clinical needs and ensure continuity of patient care between the community, mobile clinics and referral facilities
  • Participate in mobile clinic activities in hard-to-reach areas and comply with MSF security procedures, professional standards, Behavioural Commitments and MSF principles.

  • Essential Medical doctor or clinical officer degree with valid professional practice License

 

Experience:

  • Desirable previous clinical supervision experience of at least 2 years of relevant working experience

 

Languages:

  • High level command oral and written English; Afan Oromo highly desirable
