Job Description

Main Purpose

 

Organizing and ensuring medical consultations to the target population, providing treatment to pa-tients within the scope of his/her medical competencies and referring them when appropriate, accord-ing to MSF protocols, procedures and the universal hygiene standards in order to guarantee quality and efficiency of the service provided.

Accountabilities

 

  • Ensuring the implementation and standardization of MSF clinical policies, tools, and hygiene protocols to minimize clinical risks and to guarantee the quality of patient care management. Promoting and maintaining confidentiality regarding all patient cases and records
  • Implementing diagnosis, prescription and prevention procedures that fall under the scope of his/her competencies applying medical knowledge, asking appropriate questions to patients and following protocols in force as well as using laboratory services, when necessary, in order to ensure a correct implementation of the medical treatments and to refer patients when appropriate.
  • Participating in the planning and supervision, in close coordination with other supervisors, the HR processes (sizing, staff shifts, recruitment, training, evaluation, development and communication) of the team in order to ensure both the sizing and the amount of knowledge required, improve people triage capabilities, their motivation and commitment and their active participation in teaching the targeted population on therapeutic and preventive protocols.
  • Ensuring that all staff using medical devices are qualified and trained. Ensuring cleaning and minor maintenance tasks are performed according to the protocols. Reporting any malfunction to the project biomedical service. List item  
    • In cases of emergency, carrying out first aid care and treatment according to protocols to reduce mortality rates
    • Recording in the individual patient’s card and registration books, all performed medical activities (drugs prescribed, lab results, vaccination status, epidemiological activity, doses, etc.) keeping data traceability to ensure patients treatment continuity.
    • Participating in data collection and reporting when required
    • Knowing and implementing Patient Therapeutic Education (PTE), i.e. keeping in contact with all patients, providing them with information regarding their state of health and responding to their questions.
    • Knowing and promoting the proper application of Post Exposure Prophylaxis (PEP) Kit and Sexually Gender Based Violence (SGBV) protocol.
  • Any other duty assigned by supervisor for best interest of the patient

Medical Care and Clinical Responsibilities

  • Provide safe, appropriate and patient-centred medical care during MSF mobile clinic activities, in accordance with MSF clinical guidelines, protocols and standards of care.
  • Conduct clinical assessment, diagnosis, treatment and follow-up of patients presenting to the mobile clinics, within the scope of competence and available services.
  • Assess and manage acute and complicated medical cases within the Clinical Officer's level of competence and seek support from the nursing Activity Manager (NAM), Project Medical Referent (PMR) or other appropriate medical staff when required.
  • Identify patients requiring referral and ensure timely referral to the appropriate health facility according to MSF referral procedures.
  • Coordinate with the Nurse Team sup (NTS), NAM and PMR for critically ill patients, particularly when the receiving health facility has limited capacity or when further referral to a higher-level facility is required.
  • Ensure appropriate clinical follow-up and continuity of care for patients referred from the mobile clinic, whenever feasible.
  • Promote rational prescribing and appropriate use of medicines and medical supplies in accordance with MSF protocols.
  • Provide health education and counselling to patients and caregivers on relevant health conditions, treatment adherence, prevention and when to seek further medical care.
  • Ensure accurate, complete and timely clinical documentation and patient records while maintaining patient confidentiality and privacy.
  • Adhere to infection prevention and control measures, patient safety standards and other MSF medical quality standards.

 Data, Surveillance and Program Improvement

  • Ensure accurate and timely collection and documentation of relevant clinical and service-delivery data during mobile clinic activities.
  • Review available clinical data and identify significant trends, priority health conditions, referral patterns and other findings relevant to the mobile clinic activities.
  • Share relevant findings and observations with the NTS, MAM and PMR to support clinical decision-making and program adaptation.
  • Use available data and clinical observations to contribute to the identification of gaps and opportunities for improving the quality and relevance of medical services.
  • Contribute to the identification and reporting of suspected priority diseases and unusual health events according to MSF and national surveillance requirements.

Coordination and Communication

  • Maintain effective communication and coordination with NAM, PMR, NTS and relevant MSF teams, as well as referral facilities, to ensure appropriate management and referral of critical or complex patients.
  • Promptly report and escalate clinical, referral or operational issues that may affect patient safety, staff safety or continuity of medical activities.

Safety, Ethics and MSF Principles

  • Comply with MSF security, safety, policies and field procedures, particularly during mobile clinic movements in remote areas with challenging road and security conditions.
  • Adhere to MSF Charter, principles and Behavioural Commitments, maintaining professional and ethical conduct, patient confidentiality, dignity and non-discriminatory care.

Education

Essential clinical officer degree or medical degree with valid professional practice License

Experience

  • Desirable previous clinical supervision experience of at least 2 years of relevant working experience

Languages             

  • Essential local language Oromia. Proficiency in English is important asset
